The key function of Road Safety Unit is to ensure reduction of crashes, deaths and injuries on South Africa’s roads. The main objective of the unit is to contribute towards safer roads in the country through education and awareness programmes in all provincial and local spheres of government departments responsible for traffic and road safety including local authorities, transport entities as well private sector and NGOs.  

The Unit provides strategic leadership to the entire road safety sector through overseeing the implementation of the Nation Road Safety Strategy 2016 - 2030. The Unit is also responsible for promoting safer road conduct by all categories of road users in the country. This is done through formal and informal means of knowledge transfer and practise using specific programmes and projects.

The Unit focuses on the overall quality of road traffic training; determining and implementing standards for training of traffic personnel. The outcome of the programme is to professionalise the fraternity to ensure that competent and skilled personnel are employed to improve and restore the image of law enforcers and road safety practitioners. Training of Traffic Officers is an on-going process that focuses on all elements of law enforcement and road safety.
The Unit is responsible for the Norms and Standards in all Traffic Training Colleges. It is also responsible for ensuring that Traffic Colleges meet the required standards as stipulated in Regulation 2B of the National Road Traffic Act (NRTA) and the Policy Document for Traffic Training Centres. The Unit monitors and evaluates colleges.
It also compiles, distribute and moderate summative assessment instruments (exams) for the following courses:
•    Traffic Officer qualification;
•    Examiner of Vehicles; and  
•    Examiner for Driving Licences.
Our Curriculum Sub-Unit is responsible for developing curriculums and learning material for new courses.

How to become a Traffic Officer

To become a Traffic Officer, you need to be employed or appointed as a trainee (permanent or on contract) by a Provincial Department of Transport, a Municipality or a Government Agency such as the Road Traffic Management Corporation.

The minimum requirements to become a Traffic Officer are as follows:

  • Minimum educational qualification of matric or grade 12 or equivalent.
  • Code B driving licence (manual transmission).
  • No Criminal record.
  • Medical Certificate as proof that a person can do strenuous exercise.
  • Applicants shall not be older than 35 years of age

Transition from the NQF level 4 Traffic Officer Qualification to NQF level 6 Traffic Officer Qualification

The current NQF level 4 Traffic Officer curriculum is being replaced by the NQF level 6 Traffic Officer curriculum which has been implemented in the last quarter of the 2018/19 Financial year. The Corporation will remain the only training provider for the NQF level 6 Traffic Officer qualification. However, Traffic Training centres have been registered as assessment centres for the qualification.

NQF level 4 Traffic Officer curriculum will still be offered at Traffic Training Centres, as the teach out period has been extended to December 2021. The last intake into this qualification will be January 2021. In other words, the last Traffic Officers to be trained on the old NQF level 4 Traffic Officer curriculum will graduate in December 2021.

The qualification falls within the ambit of the Quality Council for Trades and Occupations (QCTO). RTMC has been appointed by the QCTO as Assessment Quality Partner (AQP) for this qualification.

Approval of Training Centres

In accordance with the National Road Traffic Act, 1996 (Act 93 of 1996), training providers must be recognised by the Road Traffic Management Corporation (RTMC) before approval of accreditation. No training providers will be accredited by the QCTO to provide this qualification without the prior recommendation of the RTMC.

Entry Requirements

This qualification is not approved for use by learners under the age of 18.

Industry specific entry requirements:

  • Minimum educational qualification of matric or grade 12 or equivalent.

An AQP means a body delegated by the QCTO to develop assessment instruments and manage external summative assessment of specific occupational qualifications. The RTMC has been appointed by the QCTO as the AQP for this qualification. The External Internal Summative Assessment conducted through the relevant QCTO AQP is required for the issuing of this qualification.

External Integrated Summative Assessment (EISA)

After the completion of all three components of the qualification the learner must enrol for the External Integrated Summative Assessment (EISA). The EISA will focus on the critical elements of all exit level outcomes and will be competency based. The EISA will be conducted through one written assessment incorporating practical element where possible. The EISA will be conducted at the QCTO accredited Assessment Centres. The qualification is awarded by the QCTO after the successful completion of the EISA.

Learnership

A learnership has been registered against this qualification – learnership registration number 29Q290045004066 That means that employers who provide the workplace experience to learners can enter into learnership agreements with their learners and can then qualify for the financial incentives associated with a learnership.

Learnership Agreements 

Learnership agreements will be completed according to the requirements of the Sector Education and Training Authority (SETA), namely SASSETA. For the interim (pilot phase) the learnerships agreements will be administered by the RTMC Academy as the only Skills Development Provider (SDP) accredited by the QCTO.

Examiner for Driving Licences (EDL)

An examiner for driving licences is a person who tests the driving ability of people who want to obtain their driver’s licences

Minimum requirements to be trained as an Examiner for Driving Licences

  • Minimum educational qualification of grade 12 or equivalent.
  • No criminal record.
  • The applicant must be employed by a Provincial Authority or Local Authority.
  • The applicant must be in possession of the following driving licences (manual transmission) in order to attend and be trained in the different modules as indicated hereunder:-
  • Grade A: Codes EC and A
  • Grade B: Code EC
  • Grade C: Codes B and A
  • Grade D: Code EB
  • Grade F: None
  • Grade L: None

NB: The course for examiners of driving licences is progressive in nature and any person applying to attend a particular grade (module) of the entire course other than the most basic grade must produce proof of having completed the grades which precede the grade which has been applied for.

Examiner of Vehicles (EoV)

An examiner of vehicles is a person who examines vehicles for roadworthiness.

The minimum requirements to become an examiner of vehicles are as follows:

  • Minimum educational qualification of grade 10 or equivalent.
  • No criminal record
  • The applicant must be employed by a Local Authority, Provincial Authority or Private Test Station.
  • The applicant must be in possession of the applicable driving licences (manual transmission) to attend the different grades of training as prescribed in the National Road Act, 1996 (Act 93 of 1996).

Our CSR focus complements the National Development Plan (NDP) and the Medium-Term Strategic Framework (MTSF) as it highlights the focus arears mentioned as priorities of the NDP and MTSF. The NDP by outlining the vision for 2030 seeks to write a new story for South Africa. Therefore, the key priorities outlined in the NDP that influences the focus and implementation of the CSR programmes are economy and employment, improving education training and innovation, promoting health, building safer communities and transforming society and building the country.

The focus of the RTMC Corporate Social Responsibility programmes is not only on funding of projects, rather we are committed to being directly involved in our programmes, approaching every project with a view to facilitate sustainable development and self-sufficiency in the communities.

National Feminine Care Project 2021


The RTMC hosted the National Feminine Care CSR Project, in partnership with the Northern Cape Department of Transport, Safety and Liaison’s MEC, Ms Nomandla Bloem on the 26th March in Valspan, Northern Cape where learners from impoverished households were identified by the Schools Social Welfare to be in need of the sanitary care. The initiative was supported by the School Governing Body and the School Management Team from three (3) identified benefitting schools.

The beneficiaries were one-thousand five hundred (1500) learners who benefitted from this initiative come from impoverished households in poverty-stricken and previously disadvantaged communities.

School Readiness / Back to School CSR Project 2021


The initiative which took place from the first day of the 2021 school calendar year, 15th February and also on the 03rd March 2021, the RTMC in partnership with the Gauteng Provincial Government hosted the school readiness/back to school project and drive in Gauteng. The project forms part of the Education and Learner Support CSR programme aimed at providing learners with holistic support to enable them to focus on schoolwork. A total of 1000 dignity packs, 500 sanitary towels and 140 school shoes were distributed and handed over during the drive

As part of the programme, the Corporation provided and handed over school shoes, dignity packs for boy and girl learners and additional sanitary towels to girl learners, aimed reducing the number of school absenteeism due to unaffordability. The RTMC, Gauteng Safety MEC Faith Mazibuko and Gauteng Legislature, Chair of Chairs Sizakele Nkosi-Malobane led the programme where they handed over the items to the schools and learners that benefitted from the initiative.

Road Safety Educational and Child Stimulating Toys CSR Project 2020


RTMC hosted the 2020 Road Safety Educational and Child Stimulating Toys Corporate Social Responsibility Project at Job-Shimankana Tabane Hospital in Rustenburg, North West. The initiative was led by the Department of Community Safety and Transport Management, MEC Sello Lehari. The Corporation in partnership with the department donated road safety educational toys, soft toys, child stimulating and to the children who have been admitted in the hospital due to road crash injuries.

The hospital caters for semi-rural and informal settlement areas which are affected by high poverty rates and unemployment, the children admitted in the hospital come from disadvantaged households which are dependent on the state health care system. The handover was also preceded by a multi-disciplinary road safety education and law enforcement operation aimed at educating road users on the importance of children’s safety on the roads.

Festive Season Care Hamper CSR Project 2020


The initiative by the RTMC, the National Department of Transport and Eastern Cape Department of Transport, Safety Liaison, MEC Weziwe Tikana which benefitted and reached 405 households from impoverished backgrounds who were also affected by the loss of income due to the national COVID-19 lockdown. The initiative provided grocery hampers and bedding to vulnerable households that have been identified through the social services department in the provinces.

The households that benefitted from this initiative are vulnerable pensioners, children and youth from homes that are affected by road crashes, high poverty, unemployment and in need of social intervention in the form of grocery hampers for daily survival meals, health and wellness.

Women in Law Enforcement Feminine Care CSR Project 2020


The RTMC’s National Feminine Care was led by Women in Law Enforcement as they donated sanitary towels to learners who have been identified by the school's social welfare committee and reflective jackets were donated to learners who walk long
distances to school with learners who are considered to be vulnerable road users in partnership with the North West Department of Community Safety and Transport Management. The aim is to promote road safety in schools for the reduction of road crashes and the upliftment of the lives of school learners and children from disadvantaged communities.

Nelson Mandela Day CSR Project 2020


The RTMC in partnership with First National Bank (FNB) committed their 67 minutes to assist in starting a vegetable garden that will be used to sustain and provide meals for Thusong Youth Centre in Alexandra.

The initiative is aimed at uplifting the lives of vulnerable and disadvantaged households by contributing to their wellbeing and social welfare. This initiative is intended to be sustainable by nature in ensuring that through the establishment of the vegetable garden, the centre will be able to sell vegetables from the garden to generate income as a self-sustainable organisation and to feed the youth housed at the centre.

Back to School CSR Project 2021


As part of the back-to-school readiness monitoring programme, on 15 February 2021, the RTMC in partnership with the Gauteng Legislature donated dignity packs which include toiletry and sanitary care to over 1000 learners across various schools in Gauteng province.  The intention of the project is to keep learners in school during difficult economic times as a result of the COVID-19 pandemic.

The Festive Care Hamper CSR Project Drive was implemented in partnership with the National Department of Transport: Office of the Deputy Minister. The RTMC provided grocery hampers and bedding to vulnerable households that have been identified through the social services in the provinces. The initiative reached 405 (four hundred and eight) households from impoverished backgrounds who were also affected the loss of income by the national lockdown as per the COVID-19 pandemic challenges, the initiative focused on households from rural, semi-rural and informal settlements affect by high poverty rates.

Child Headed Households CSR Project 2016


On the 04th March 2016 the Corporation together with the Department of Transport hosted the Deputy Ministers Child Headed Households Educare Project, which was focused on children and youth from Child Headed Households in the area of Nquthu, Kwa-Zulu Natal, who are affected by road safety and socio-economic challenges in the area. This assisted the learners from the school with lunch food packs to the most vulnerable learners form these households in the community.

School Shoes and Sponsorship CSR Project 2016



Furthermore, the Corporation a school shoes donation and learner sponsorship Corporate Social Investment Project in the rural Mahlatjane Village, Limpopo Province. The project took place on the 18th March 2016 and the purpose of the project was to provide the most vulnerable learners at the school with school shoes. Two hundred (200) learners were the beneficiaries of the initiative.

Free Eye Testing and Spectacles CSR 2015



Furthermore, the Corporation in together with Nissan South Africa hosted a “Free Eye Testing and Spectacles” Corporate Social Investment Project in the rural Lulekani, Matiko Xhikaya Village in Phalaborwa, Limpopo Province. The project took place on the 29th of September 2015 and the purpose of the project was to provide free eye testing to the learners in grade 11 and 12 at the school, this was aimed to assist the learners to know the state of their vision, provide with referrals and free spectacles to the learners with impaired vision and to also assist to contribute towards the readiness of the learners for their final exams commencing in the month of October 2015.

RTMC Nelson Mandela Day CSR 2015



On the 07th of August 2015 the Corporation hosted the International Nelson Mandela Day Corporate Social Investment Project, which was focused on Youth Headed Households in the informal settlements of Diepsloot. The Corporation donated to six (6) families, grocery packs, blankets, cleaning items packs, toiletries packs and appliances packs. This assisted the families greatly as some of them, their homes burnt down and the initiative assisted the families to better their lives.

Child Headed Households Educare Project



Furthermore, the Corporation in partnership with Department of Transport hosted a Child Headed Households Educare Project in Mpumalanga, Volksrust. Focused on (one hundred) 100 vulnerable Child Headed Households in the area, of which the breadwinners and/or parents were victims of road fatalities. Assisted with grocery packs and school shoes to the vulnerable child headed households in the community.

Winter Warmer CSR Project 2015



The Corporation donated 300 blankets at the Winter Warmers to the vulnerable old citizens in Galeshewe, Kimberley. The event took place at Tetlanyo High School on the 10th of May 2015 and the event was addressed by the Department of Transport Minister, Hon. Dipuo Peters.

Anti-Xenophobic Social Welfare Project 2015



On the 22nd of April 2015 the Corporation joined the country in the campaign against the outbreak of the xenophobic attacks against Non-South African citizens residing in South Africa. The Corporation donated sanitary pads, toiletries, pampers diapers, antiperspirant deodorants, soccer balls and RTMC branded water to the Germiston Refugee Camp that was accommodating those who were affected by the outbreak.

Tembisa Hospital Soft Toys CSR Project



The RTMC in collaboration with the Tembisa Hospital hosted a Corporate Social Responsibility Project, where the Corporation donated soft toys to the 4 (four) children’s wards in the hospital. The four wards included the 1 (one) Orthopaedics, 1 (one) Burns and 2 (two) Medical wards.

The purpose of participating in projects under health and social welfare forms part of our focus areas and our target beneficiaries includes vulnerable children. Donating of soft toys to the children that are admitted in the government hospital falls under this category. The Corporation donated the following: rattles – different sizes, rubber balls, baby beads, teddy bears, colouring books and crayons.

Road Safety Educational Toys and Dignity Packs CSR Project 2018

The Road Traffic Management Corporation through its CSR programme hosted the Road Safety Educational Toys and Dignity Packs Corporate Social Responsibility Project, in partnership with the Gauteng Department of Community Safety. The handover was led by the MEC. Sizakele Nkosi-Malobane who gave a key note address and handed over the educational toys and dignity packs to the beneficiaries at Unity Primary School, which is situated at, Tarlton Farm, Gauteng province. The handover event was hosted on the 03rd March 2018. The initiative was aimed at donating 150 (one hundred and fifty) dignity packs and 50 (fifty) educational toys to the learners in the school from less privileged households, identified through the school’s Social Welfare Committee. The MEC, the RTMC Management and Representatives from the Office of the Mayor, presented the donated items to the learners from the school during the hand over.

My Safety Bag Pack CSR Project 2018

Furthermore, the Road Traffic Management Corporation through its CSR programme hosted the My Safety Bag Pack Corporate Social Responsibility Project, in partnership with the Gauteng Department of Community Safety. The handover event was led by the MEC. Sizakele Nkosi-Malobane who gave a key note address and handed over the RTMC Branded School Safety Bags, Stationery Items and Road Safety Books to the beneficiaries at Kwaagafontein Farm School, which is situated at De La Rey Farm, Tarlton Gauteng province.
The handover event was hosted on the 03rd March 2018. At the hand over event, 150 (one hundred and fifty) beneficiaries received RTMC Branded school bags with road safety reflective strips, stationery items and road safety educational books. Road Safety Child Headed Household CSR Project 2017

The Road Traffic Management Corporation through its CSR hosted the 2017 Road Safety Child Headed Household Corporate Social Responsibility Project, in partnership with the Department of Transport. The handover event was led by the Deputy Minister of Transport, Hon. Sindisiwe Chikunga who addressed the beneficiaries and the community in Elukwatwini, Hlazatshe, Mpuamalanga. The handover event was hosted on the 14th December 2017. The initiative was aimed at donating 100 (one hundred) festive season grocery packs to the Child Headed Households which were affected by road crashes. The Deputy Minister together with the RTMC Board Members presented the groceries to the households representatives during hand over.

Winter Warmer School Uniform CSR Project 2017

As part of the RTMC’s CSR initiatives, the Corporation in partnership with the Free State Department of Police, Roads and Transport hosted a Winter Warmer School Uniform CSR Project on 18th August 2017 at Itumeleng Mabelle Primary School. The initiative provided the learners at the school with full school uniform which included school shoes, trousers, tunics, shirts and Drimacs to keep the learners warm during the winter season. The school confirmed the 516 learners to be in need of social intervention and the winter warmer school uniform project would serve to address the need. The learners that benefitted from the project were confirmed by the school governing body and the social welfare committee to be from the poverty stricken households. Some of the identified learners rely on the state social grant, while some learners’ parents are unemployed and cannot afford school uniform.

RTMC Nelson Mandela Day 2017

On the 18th July 2017 the Road Traffic Management Corporation (RTMC) staff in commemoration of Nelson Mandela Day committed to the 67 (Sixty Seven) Minutes campaign of making a difference in the community of New Eersterus, Hammanskraal. Tshireletso Orphanage and Home Based Centre caters for orphaned children, vulnerable children from households which the parents and/or guardians are terminally ill, and also children who are affected by HIV/AIDS and other chronic diseases. The RTMC staff donated non-perishable food groceries towards this course, furthermore the Corporation donated blankets, pots, urns, toys, water and crayons to Tshireletso Orphanage and Home Based Care Centre. The RTMC staff also prepared a warm meal for 125 (one hundred and twenty five) children who receive their daily means from the centre.

RTMC Indoor Mobile Library 2017

On the 26th June 2017 the Road Traffic Management Corporation (RTMC) donated the RTMC Indoor Mobile School Library to Hambani Primary School in village of Daggakraal, Mpumalanga. The school did not have a library and is the first in the community to have the library that will serve the learners with more than 700 books on mathematics, science, South African history, English and indigenous languages translation dictionaries, story books, spelling and alphabet books, etc. The purpose of the initiative is to assist in contributing towards the curbing the need for public schools in South Africa to have functional libraries, focusing on the schools from the disadvantaged and rural communities and to further contribute towards the progress and academic development of learners through inculcating the culture of reading, speaking and writing. To also grow a strong interest in the learners in the field of Mathematics and Science which is a critical skill required in our country.

National School Nutritional Programme CSR Project 2017

As part of the RTMC’s CSI initiatives, the Corporation hosted a National School Nutrition Programme (NSNP) hand over event in Mbabalana Senior Primary School, in Mbabalana Village, Eastern Cape. The event took place on the 30th March 2017. The school is a quintile one rated school and is dependent on State provision of the NSNP to provide meals for the learners. The school NSNP provides only one meal on a daily basis. The Corporation has contributed in order to assist the school with the provision of the second meal to the learners in the form of hot lunch. Majority of the learners are from impoverished households and lack sufficient nutrition and meals on a daily basis. Through the initiative, the Corporation provided the school with cooking utensils, water heating urns, maize meal, rice, samp, mealie rice, canned fish and baked beans, cooking oil, soup packets, dried mincemeat that contributed towards the lunch meal for the learners.

Learner Support and Back to School CSR Project 2017

On the 30th March 2017, the Corporation hosted its Back to School CSR Project at Mbabalana Senior Primary School in Mbabalana Village, Libode, Eastern Cape, where the Corporation provided Two-Hundred and Sixty Nine (269) learners with reflective RTMC branded school bags, road safety reflective strips and RTMC branded reflective water bottles as majority of the learners travel long distances, a minimum of 6km a day and long hours to school on a daily basis, with the aim of contributing to their visibility and safety on the roads. The Furthermore, the Forty One (41) learners that have been identified by the School’s Social Welfare to be in need of social intervention were provided with school shoes. Some of the learners came to school barefoot, while others used casual shoes to school as they are from households that cannot afford to provide school uniform to the learners. The Corporation also through the Learner Support Programme assisted in funding the school fees of a learner, who is from a child headed household that survives on State Social Grant and handouts from the community. The Corporation’s CSR aims to contribute towards the development and programs aimed at improving skills levels and road safety in our communities.

Mandela Day 2016

In response to the 2016 Cabinet theme for the Nelson Mandela Day, the focus was on education and literacy, food security, shelter and environment as part of contributing towards community development. The Road Traffic Management Corporation in commemoration of the Nelson Mandela Month and Women’s Month hosted the RTMC Nelson Mandela Month Winter Warmer Drive. The Corporation assisted by providing matrasses, blankets and food parcels to the beneficiaries whose households were destroyed and damaged by fire, forced evictions and storms. RTMC’s National Feminine Care CSR Project 2016

The Corporation launched the National Feminine Care CSR Project at Jordan Secondary School in Emfuleni, Evaton Informal Settlements, where the Corporation distributed sanitary towels to the female learners from poverty-stricken and disadvantaged households as part of the National Feminine Care Project. The initiative aims to assist in keeping the girl child in school, especially during the exams period as research conducted by the UNICEF confirms that female learners who do not afford sanitary towels will miss approximately five (5) school days due to not being able to afford sanitary care products. An accident is an unexpected event which occurs without deliberate cause but marked with effects.

The purpose of The Road Traffic Management Corporation Crash Investigation Unit is to perform technical investigations of all major, fatal and serious injury crashes that happen within the roads of South Africa. Usually the investigations are conducted with the purpose of looking at the crash occurrence and future prevention measures. The recommendations for the investigation are aligned with road traffic safety education and engineering, law enforcement interventions, as well as monitoring and evaluation.

The criteria for the investigation is as follows:

  •  five (5) or more people died;
  • crash involving vehicles carrying dangerous goods or hazardous chemicals where there is a fatality and a spillage of the dangerous goods or hazardous chemicals;
  • lastly, a crash that the Corporation deems necessary to investigate, especially for research purposes.

The unit also plays a significant function of representing the Corporation at The Road Incident Management Systems (RIMS) at the national, provincial and local spheres of government. In addition, the Unit supports other units within the corporation with   road safety education workshops and presentations; crash scene simulation exhibitions and displays as well as crash investigation training and development.

The Road Traffic and Safety Engineering Unit is responsible for traffic engineering activities within the road traffic environment, ensuring efficient and effective coordination among the three spheres of government in order to reduce fragmentation on the roads.

The key functions of the unit are as follows:

  • To identify and implement traffic and road safety engineering technological interventions.
  • To address the problem areas within road safety with regard to freight transport, viz. overloading and abnormal loads.
  • Eliminate high risk roads and hazardous locations.
  • Improve the standards of road design to ensure that all road users are given adequate protection and information with special focus on Vulnerable Road Users (VRUs), especially pedestrians.
  • Ensure that road design is forgiving, thus allowing motorists to recover from error, or to incur least harm when a crash is inevitable.
  • Ensure the inherent safety (safety by design) in the provision of new and upgraded road infrastructure. Develop road safety auditor, road safety assessment and road safety engineering capacity.
  • Develop a culture of road safety among those responsible for the delivery and maintenance of road infrastructure.
  • To intensify efforts to deal with inattentive, distracted driving and fatigue as a factor for consideration in road infrastructure design.
  • To intensify efforts to deal with speeding and determine appropriate speed limits.
  • Utilise technology to improve incident detection response and coordination.
  • To assess the distribution of emergency response for road infrastructure to be geospatially adapted where possible to ensure optimal access and response to incidents.
